HWBF(Vadodara):
The major responsibilities of the various functionaries at the plant sites are given below, in addition to various other jobs assigned to them by their superiors time to time.
General Manager / Officer on Special Duty:
He is reporting to Associate Director (Operations), Heavy Water Board, Mumbai and is responsible for:
- Safe & efficient operation of the plant by effective utilisation of resources to fulfil the specified requirements.
- Liaison with Central Office and other external agencies.
- Implementation of Management Systems (EMS/QMS/OH&SMS etc).
- Controlling the activities of all the sections in the plant for smooth functioning to achieve the objectives.
- Maintaining good industrial and public relations.
- Fulfil all his obligations as occupier of the plant towards all statutes.
- Financial Management, Inventory Management.
- Appellate authority under Right to Information Act. Human Resources Management & Development.
Maintenance Manager:
- In the absence of General Manager/OSD, taking care of all his responsibilities in addition to his own responsibilities.
- Assisting GM in implementing & maintaining all management systems.
- Overall in-charge of Maintenance sections (Mechanical, Electrical, Instrumentation & Control, IT and Civil).
- Day-to-day co-ordination of all the technical activities of the plant.
- Analysis of plant performance, Quality Control.
- Planning for all the maintenance activities.
- Co-ordination with all the maintenance sections.
- Indigenization of plant equipment & spares.
- Ensuring statutory requirements w.r.t equipment & machines.
- Co-ordinating Budgeting and procurement.
- Review and implementation of the recommendations of various audits / inspections / committees.
- Investigation of Safety/Process Related Unusual Occurrences.
- Chairman of the Local Modification Committee and Tender Evaluation Committee.
Production Manager:
- Overall in-charge of production section.
- Ensuring that the product meets the specified requirements.
- Safe and efficient operation of the plant and ensuring safety of the plant & personnel.
- Planning of Shut Down jobs.
- Ensuring Pollution Control as stipulated by law.
- Co-ordination with external agencies.
- Monitoring and analysis of plant performance.
- Co-ordinating budgeting and procurement.
Dy. TSM / Engineer-In-Charge (Technical Services):
- Overall in-charge of Technical Services Section which includes Training and Authorisation / Qualification, In-service Inspection, Energy Conservation.
- Analysis and quality control activities.
- Plant performance and trip analysis.
- Co-ordinating budgeting and procurement.
Dy.MM(E) / Engineer-In-Charge (Electrical):
- Overall in-charge of electrical section.
- All the operation and maintenance activities of the electrical system connected with plant & housing colony.
- Co-ordinating with State Electricity Board and CEA.
- Calibration of master and listed instruments of electrical section.
- Co-ordination budgeting and procurement.
- Implementing and maintaining all Management System for his Section.
Dy. Manager / Engineer-In-Charge (Process Control & Analytical Laboratory):
- Over all activities related to chemical control laboratory.
- Testing of incoming, in process and final product.
- Authorising procedure for lab analysis.
- Co-ordination of budgeting and procurement.
- Implementing and maintaining all Management System for his Section.
Dy. Production Manager:
- Over all activities related to Production Section.
- Ensuring that the product meets the specified requirements.
- Safe and efficient operation of the plant and ensuring safety of the plant & personnel.
- Co-ordination of budgeting and procurement.
- Implementing and maintaining all Management System for his Section.
Engineer-In-Charge (Mechanical):
- Overall In-Charge of Mechanical section and Auto Garage.
- Maintenance & Upkeep of plant equipment, machinery.
- Ensuring testing of equipment/vessels/lifting machines/tools and tackles as per statute.
- Co-ordinating budgeting and procurement.
- Implementing and maintaining all Management System for his Section.
Engineer-In-Charge (Instrumentation):
- Overall activities of Instrumentation Section.
- Maintenance & Upkeep of Plant instrumentation, Telecommunication System and Physical Protection System.
- Co-ordination of budgeting & Procurement.
- Implementing and maintaining all Management System for his Section.
Engineer-In-Charge (Quality Assurance & Procurement):
- Overall activities of Quality Assurance & Procurement Section.
- Maintenance & Upkeep of plant equipment, machinery with quality assurance and procurement.
- Co-ordination of budgeting & Procurement.
- Implementing and maintaining all Management System for his Section.
Engineer-In-Charge (Civil):
- Overall In-charge of civil maintenance of plant, building, roads, concrete tanks, housing colony and horticulture activities.
- Operation of drinking water and sanitary system.
- Greenery development.
- Co-ordination of budgeting and procurement.
- Implementing and maintaining all Management System for his Section.
Engineer-In-Charge (Safety, Health & Environment):
- Over all In-Charge of Safety Section.
- Providing safety related training to employees and contract labourers.
- Reviewing plant surveillance reports with respect to safety, operation and maintenance of the plant.
- Authorising jobs against the Class-I permits.
- Investigation of incidents/accidents.
- Interaction with External agencies promoting Safety.
- Co-ordination budgeting and procurement.
- Implementing and maintaining all Management System for his Section.
In-Charge (Medical) / Medical Officer (Site / Colony Dispensary):
- Annual Medical Check-up of all employees of Plant.
- Attending all Medical emergencies at Plant.
- Providing First aid.
- Management of Dispensary Staff.
Administrative Officer – III:
- Over-all in-charge of Administration Section, which includes activities like Personnel, Administration, Estate Management, Industrial relations, Welfare, Official language implementation and Security & Transport arrangements.
- Co-ordinating with Government authorities.
- Providing advice to competent authority in Administrative matters.
- Co-ordination of budgeting and procurement.
- Implementing and maintaining all Management System for his Section.
Pay & Accounts Officer:
- Overall In-charge of Accounts Section.
- Authorising payments including salary disbursement.
- Co-ordination of budgeting and procurement.
- Implementing and maintaining all Management System for his Section.
- Guiding competent authority in financial matters.
- Scrutiny, Pre-Audit, Review of recommendation of indents and work orders.
- Sale of tenders, Opening of tenders, Negotiations etc.
- Scrutinising the purchase proposals and passing of purchase bills.
Security Officer:
- Overall in-charge of Security.
- Deployment of Government vehicles.
- Issue of identity cards for employees.
- Issue of passes for contract personnel.
- Liaison with Government authorities.
- Implementing and maintaining all Management System for his Section.
Assistant Stores Officer:
- Overall in-charge of Purchase and Stores Activities.
- Disposal of scraps and slow moving items.
- Receipt, handling, storage and transport of product/stores.
- Identification of all stored items.
- Receipt, issue and handling of purchased materials.
- Liaisoning with Regional Purchase Unit/DPS.
- Co-ordination of budgeting and procurement.
- Implementing and maintaining all Management System for his Section.
Station Officer (Fire):
- Coordination with Section In-charge at the time of emergency.
- Guidance/direction to Fire Section Staff.
- Upkeep/Maintenance of Fire fighting equipments & Vehicles.
- Training to the Plant Officials, Trainee Students and Contract Labourers.
- Procurement for Fire Station.
APO (General):
- All Establishment matters.
- Recruitment/Promotion.
- Transport related matters.
- RTI & Periodical returns.
APO (Labour):
- Labour & Welfare.
- Guest House.
- CHSS.
- Estate matters.
- Telephone, Electricity, Contract matters.
Asstt. Accounts Officer:
- Passing of Establishment Bills including OTA Claims; TA/LTC Claims.
- Provident Fund Advance, Withdrawals, Checking of PF Interest, Broad Sheet maintenance and issue of PF Annual Statements to all employees.
- Passing of Loans and Advances and monitoring its recovery and broad sheet maintenance.
- Assessment of Income and deduction of Tax at Source from employees/ parties and issue of TDS certificates in Form 16 and submission of Form 24Q/26Q/24G to ITO.
- Filing of GST 3, GST R 3B and GST R7 return with Commercial Tax Office.
- Reconciliation of DDR Heads and many other Accounts matters.
ADOL:
- Translation/Vetting of translations from English to Hindi and vice versa.
- Implementation of the Official Language Policy of the Government.
- Conducting OLIC Meeting in each quarter.
- Organisation of Hindi Workshops/Competition/Seminars and other activities to promote use of Official Language in Administration.
