Responsibilities of Designated Officers
General Manager

GM, HWPM is responsible for managing, performing and controlling activities and processes to ensure that product supplied meets the specific requirement. Functional Heads are responsible for ensuring that authorized personnel performing the functions are well aware of the organizational objective and provide requisite support to the degree necessary in achieving this objective.

  • Identify problems related to the effective implementation of the Quality Assurance Program and initiate/recommend solutions.
  • Confirm the implementation and effectiveness of the above.
  • All activities at the plant site are planned, performed and reviewed at appropriate levels to meet excellence and perfection in all aspects.
  • Objectives of HWPM are appropriately met through effective performance.
  • Chairman for PRC/ORC and ensures operations review& its integrity with all section heads.
  • Availability of resources to meet the requirement for running of plant as well as projects under construction at plant site thus meeting the schedules.
  • Effective establishment and implementation of ISO & AERB standards in all activities at plant site in respect of environmental, quality, safety and performance at par with national/international Standards.
  • Designate / Nominate Co-Ordinators for QAP & ISO Standards.
  • Responsible for implementing all relevant policies, H2S safety and other instructions and procedures laid down by the HWB/AERB for plant management, and the statutory/regulatory requirements.
  • Providing resources required for implementation of quality assurance activities.
  • Development of environment with neighbouring organizations, public, state & national level authorities. He also ensures propagation of information on HWB, activities through various public awareness programs/activities
  • Competency of employees are developed, maintained and upgraded through required training and qualification.
  • He is overall responsible for security aspects at plant site and ensures effective and efficient implementations.
  • Decisions during coordination activities with state and national level authorities during H2S Emergencies. He ensures that performance standards are maintained in executing the activities during emergency preparedness.
  • Promotes welfare and social support activities for employees and their families, which leads to their social development. He also ensures that health aspect of employees and their family is met through appropriate medical supports, resources and facilities.
  • Chairman for AECS School for HWP [Manuguru] improving education standards.
  • Ensures Major turnover activities at HWP [Manuguru] to upkeep equipment safety and integrity.
Dy.GM [Process] :
  • Dy. GM [Process] reports to General Manager, HWPM and responsible for coordinating the safe and orderly operation and maintenance of the Main plant/systems in accordance with approved procedures.
  • To ensure strict adherence to Technical Specifications by the plant staff.
  • Ensures Safety work permit system in all activities of maintenance works.
  • Arrange submission for regulatory review of in-service inspections activities and ensure regulatory compliance related to plant.
  • To ensure that deficiencies, unusual occurrences & findings of various audits are recorded & corrected in timely manner & effective corrective and preventive actions, wherever required, are implemented
  • To ensure good housekeeping, work environment and facilities for achieving conformity of the product.
  • As Chairman of Value Engineering Committee (VEC) which clears the indents for procurement of items through RPUM /DPS.
  • Chairman & conducting the M & OM, SWG committee meeting to minimise outage of equipment and ensure integrity aspects of equipment.
  • Chairman for Safety review committee at Main plant to review safety aspects on monthly basis.
  • Execution of MTA ‘s activities smoothly and safely.
Dy.GM [Utilities]:
  • Dy. GM [Utilities] reports to General Manager, HWPM and responsible for coordinating the safe and orderly operation and maintenance of the CPP plant/systems in accordance with approved procedures. In addition, his responsibilities also include:
  • To ensure strict adherence to Technical Specifications by the plant staff.
  • Ensures Safety work permit system in all activities of maintenance works.
  • Arrange submission for regulatory review of in-service inspections activities and ensure regulatory compliance related to Captive power plant.
  • To ensure that deficiencies, unusual occurrences & findings of various audits are recorded & corrected in timely manner & effective corrective and preventive actions, wherever required are implemented.
  • To ensure good housekeeping, work environment and facilities for achieving conformity of the product.
  • Chairman for UOR committee to conducts the root cause investigation and analysis of the significant events and suggest corrective actions.
  • As Chairman of Value Engineering Committee (VEC) which clears the indents for procurement of items through RPUM /DPS.
  • Chairman & Conducting in of M & OM, SWG committee meeting to minimise outages of plant and Maintenance integrity.
  • Chairman and conducts SSC meetings at CPP to review overall safety issues.
  • Identifies and Executes common station shutdown jobs at CPP.
Dy.GM [Engineering Services]:
  • Dy. GM [ES] reports to General Manager, HWPM gives the technical services for safe and orderly operation and performance of Main plant & CPP plants/systems in accordance with approved procedures. To ensure strict adherence to Technical Specifications by the plant staff.
  • Execution of New projects /Capital schemes execution/erection/commissioning.
  • Ensures HWPM colony Civil & electrical maintenance activities.
  • Ensures the integrity of in service inspections at HWPM.
  • Design related issues resolving in co-ordination with HWB central office.
  • Chairman for UOR committee to conducts the root cause investigation and analysis of the significant events and suggest corrective actions both CPP and Main Plant and coordination with Central UOR committee.
  • As Chairman of Value Engineering Committee (VEC) which clears the indents for procurement of items through RPUM /DPS.
  • Formulates Plant budget in construction of new projects /hospital / infrastructure.
  • Ensures hospital management activities and hygienic activity at colony.
  • Chairman LMC committee and liaisons with CMC, HWB.
Production Manager [Process]:
  • Production Manager heads the operation group and reports to Dy. GM[Process].
  • PM (P) is the auditee for all operational activities of QAP of Production section and responsible for implementation of audit recommendations
  • Safe operation of Plant/systems as per approved objectives, procedures, and policies and within the limits and conditions laid down in the Technical Specifications.
  • Review of deviations/deficiencies in the operation of the systems in PRC.
  • Ensuring that shifts are manned efficiently by providing adequate trained and authorized manpower.
  • Plant Waste Effluent Management.
  • Upkeep and updating of operating manuals and Standard Operating Procedures including surveillance test forms.
  • Ensures that Work Permit system is being followed and regularly review effectiveness of work permit system programme.
  • He ensures that appropriate approved document for Surveillance & other operational activities are maintained appropriately and made available to the user.
  • Ensure that record & report of all operational activity are maintained as per established procedure.
  • Member M&OM, SWG committee of Main Plant.
Dy. PM (P)

(I) Main functions of Production process are as follows:

  • Safe operation of H2S-H2O based bi-thermal isotopic Exchange Units-I & II (Girdler-Sulphide Process) and the associated auxiliary units.
  • Operation with compliance to production procedures and technical specifications.
  • Quality control of raw material, intermediate product, final product and chemical received from various suppliers.
  • Start up, H2S charging & rundown operations
  • Ensuring the healthiness critical equipment by carrying out regular surveillance checks.
  • H2S monitoring system.
  • Chemicals procurement and inventory management.
  • Integrity tests for the equipment during Major Turn Around.
  • Adherence to quality assurance plan involving various process operations:
Technical Services Manager (TSM) :

Technical Services Manager (TSM) heads the Technical Services Section and reports to Dy.GM [ES]. Assisted by DY TSM [U/P], In-Charge (PC&AL) and Dy. Chief Fire Officer .The responsibilities of TSM are:

  • Implementation of Quality Assurance plan of HWP (M) in coordination with PM (P), MM(P), PM(U), MM(U), Manager (S&E) and Stores Officer.
  • Engineering assistance required for safe and reliable operation of the plant.
  • Analysis & Review of Performance monitoring of systems /technical studies and reviews Via Weekly /monthly / annual reports on plant performance.
  • Reviewing & Execution of In-service inspections as per revised code of practice approved by HWPSC committee.
  • Member secretary for analysis of Plant UOR’s.
  • Review of Process Chemistry Control & availability analytical instruments.
  • Upkeep and updating of plant technical documentation including, design manuals, drawings and operating flow sheets etc.
  • Review of modifications proposals and performance check for modification after execution.
  • Arrange to modify the P& I diagram and other plant drawings after execution/implementation of the modification/project.
  • co-ordinates internal/external audits ISO: 9001:2015
Dy. TSM (P)

(I) Main objectives to review plant performance / Modification implementation /UOR analysis / Process review activities:

  • Plant performance monitoring and preparing various periodic reports.
  • Plant aging management of Main plant {RLA]
  • Heat exchangers fouling analysis for Shell & Tube heat exchanger network.
  • CT and HT separation factors estimation.
  • As LMC member secretary: Various approved modifications implementation through LMC (Constituted modification committee).
  • Updating the technical specifications via P& I diagrams integrating with modifications.
  • Quality aspects involved in erection/commissioning of various new projects.
  • PRIS [ G] activities monitoring and updating.
  • PRC member secretary for conducting meetings and up keeping records.
  • Capital schemes monitoring at Main Plant.
DyTSM (U)

(I). Main objectives to review plant performance / Modification implementation /UOR analysis / operations review activities [ORC]:

  • Plant performance monitoring, analysis and preparing various periodic reports
  • Condensers fouling analysis by LMTD method.
  • Heat rate calculations for co-generation steam cycle
  • As LMC member secretary: Various approved modifications implementation through LMC (Constituted modification committee).
  • Plant aging management activities {RLA of Boiler & Turbine]
  • Conducting ORC meeting with all sections discussing particularly to resolve critical issues related to review of operations via process chemistry, energy conservation issues and retrofit modifications
  • Updating the technical specifications via P& I diagrams integrating with modifications.
  • PRIS [ G] activities monitoring and updating
  • ORC member secretary for conducting meetings and up keeping records.
  • Capital schemes monitoring at CPP.
Dy.CFO

(I) Responsibilities of Dy. Chief Fire officer, HWPM Reporting to Technical Services Manager and responsible for

  • Main services include monitoring of fire safety at Fire control room [Fire alarm / detection and fire aids maintenance].
  • Fire risk assessment [combustive material] on continuous basis.
  • Ensuring adequacy of portable fire extinguisher based fire load.
  • Executing fire mock drills / rescue drills / On-site & Off-site emergencies as per approved schedule.
  • Responding to the fire calls, rescue operations and special calls in the plant domain.
  • Maintenance & spares management of fire control appliances & equipment.
  • Escorting for confined space works and Flare stack inspections.
  • Ensuring integrity and availability Fire water system of entire plant
Manager (HR)

(I) Responsivities of Manager HRD at HWP [M] Reports to Dy.GM [ES] and functioning as Manager human resources: Statutory Training requirements:

  • Imparting the necessary training to newly inducted CAT-I&II trainees.
  • Statutory training programs periodically w.r.t Safety, Fire safety, equipment safety and First aid training to all employees.
  • Revision and Updating the PSUs at HWP[Manuguru].Authorisation requirements:
  • Authorization for safe operations of plant operations as per AERB.
  • QIS for maintenance personnel and supporting services (PC&AL).
  • Maintaining record plant authorisation in operation and maintenance personnel Awareness training programmes:
  • External training programmes for expertise as per requirement.
  • Arranging external training programmes with APEX committee approvals.
  • Arranging heath awareness programmes.
Maintenance Manager(MM):
  • Planned preventive / breakdown maintenance, Quality assurance in all maintenance activities of the plant.
  • MM (P) is the auditee for all Maintenance activities of QAP of Maintenance(P) group and responsible for implementation of audit recommendations
  • Maintaining adequate spares and consumables.
  • Implementation of modifications to systems after approval by concerned authorities.
  • Upkeep and updating of maintenance procedures.
  • Member secretary for M&OM, SWG committee and preparation of monthly reports of M&OM.
  • Ageing Management of plant
  • Ensures the availability of maintenance procedures and approves them.
  • Co-ordinates between various maintenance units.
  • Ensures for healthiness of the System, Structure and Components of plant.
  • He participates as member in Value Engineering Committee (VEC) which clears the indents for procurement of items through RRPU/DPS.
  • He is member of Damage Control Group.
Dy. MM (M-P):

(I) Main functions of Mechanical process are as follows:

  • Preventive maintenance of rotating machinery.
  • Condition based maintenance.
  • Corrective maintenance [deficiency based].
  • Spare parts management.
  • Load testing of lifting tackles, Cranes, Hoists, chain pulley lowers & Calibration of torque wrenches.
  • Repairs & fabrication plus major turnaround maintenances.
  • Ensuring Quality assurance plans for Procurement actions & works contract.
Dy. MM (E-P)

(I) Main functions of Electrical Process are as follows:

  • Preventive maintenance of electrical machines / power systems as per schedule.
  • Condition monitoring of electrical machines (HT / LT motors) by SPM and motor terminal ends by thermography as per schedule.
  • Corrective maintenance based on deficiency reports / RLA study.
  • Spare parts management.
  • HT cables integrity by testing for aging by CPRI / jointing, relay testing & setting during MTAs.
  • Major turnaround maintenance via Booster motors overhauling plus electrical panel maintenance / Transformer oil checks/ earth pit maintenance / ensure outdoor equipment as per IP54 enclosures / lightning protection system maintenance.
  • Ensuring Quality assurance procurement actions & works contracts.
Dy. MM (I-P)

(I). Main objectives in Maintenance of process Plant instruments & final control Elements including DCS are followed through activities listed below:

  • Preventive maintenance.
  • Condition monitoring.
  • Repair and Calibration.
  • Spare parts management.
  • Major turnaround.
  • DCS Maintenance.
  • Instrument logic executions by means of hardware maintenance for control room.
  • Quality assurance involved in procurement and works contracts.
Manager (S & E)

(I) Responsibilities ofManager (Safety & Environment):Reports to General Manager and responsible for the following

  • Advising the management on safety of plant, personnel and environment.
  • Manager (S&E) is the auditee for all activities of Safety, Health and Environment with respect to QAP and responsible for implementation of audit recommendations
  • Delivering the lecturers in Safety Seminar & other Training programmes on Occupational Health & Safety.
  • Communication with external agencies on Occupational Health & Safety.
  • Liaison with HWB Central Office and AERB.
  • Accident investigation and preparation of Safety Related Unusual Occurrence reports.
  • Procurement of safety related items and safety mementos.
  • As a member secretary, conducting Safety Surveillance Committee, Plant Safety Committee.
  • Follow up of pending recommendations of various committees.
  • Coordinating the safety promotional activities.
  • Enforcing Safety Work Permit system & clearance of SWP’s
  • Renewal of Consents and Licenses from RPCB & CCE and to review the consent conditions and convey same to all sections concerned for implementation.
  • Communication of legal limits applicable to HWP (M), to all concerned sections for complacence.
  • Arranges/ co-ordinates internal/external audits ISO: 14001/ISO 18001.
  • Communicating with IPSD/AERB for periodic audit of the plant and compliance status of the audit points.
  • Ensuring & maintaining requisite number of BA sets and availability of B.A shelters.
  • Conducting periodic On-site /off-site emergency exercises to ensure the adequacies of the emergency plan.
  • Imparting Safety training to contract workers / Employees / visitors / vendors / new comers.
  • Regular field surveillance visits to ensure that all the safety systems are in order and its safety procedures are adhered/SSC field visits and monthly review meeting for Main plant & CPP.
  • Maintaining safety appliances / gadgets as per the requirement at HWPM.
  • Conducting Public Outreach Programs in Off-Site villages to ensure appropriate response during Off-Site Emergency.
In-charge (PC & AL)

(I) Main functions of PC & AL section are as follows:

  • Water analysis for samples received from raw water treatment plant, DM Plant, Cooling water system, Effluent treatment plant and Boiler for various parameters like Silica, dissolved oxygen, hydrazine, phosphate etc.
  • Raw materials and process chemicals for purity of substances and impurities present in it.
  • System & Purge Gas analysis from Exchange Units for testing purity of gas and inserts.
  • Isotopic analysis of samples from exchange units and DU.
  • Final product analysis for isotopic purity and other parameters like pH, Conductivity, Organic matter and chlorides as specified in the plant manual/contract.
  • Reporting the analytical results on continuous for necessary corrective action for improving product quality.
  • Ensuring Quality assurance involved procurement of chemicals and instruments.
Dy. MM (Civil)

(I). Main functions / services at HWP (M) are as follows:

  • Preventive maintenance of concrete structures towers / Boosters / high rating equipment foundations / Flare stack / piping rack structures / TG building / Flue gas stacks / Ash ponds.
  • Condition based maintenance related structural aging management. Flue gas stacks / Flare stacks / ash ponds.
  • Corrective maintenance of acid facilities structures / DM plant neutralization pits / ash ponds up keeping.
  • In-service inspections based on classification of critical structures and maintaining integrity.
  • Major turnaround mainly up keeping water retaining sumps / ponds / channels / cooling towers basin.
  • Construction material Management.
  • Preventive maintenance of colony housing along public buildings / infra structure.
  • Up keeping maintenance of colony & oxidation pond maintenance and hygienic condition maintaining.
  • Plant green maintenance / up keeping to ensure as per regulatory requirements.
  • Ensuring Quality assurance in Procurement & works contracts.
Production Manger [Utilities]:

Production Manager (U) heads the operation group

  • PM (U) is the auditee for all operational activities of QAP of Operation group and responsible for implementation of audit recommendations
  • Safe operation of Plant/systems as per approved objectives, procedures, and policies and within the limits and conditions laid down in the Technical Specifications.
  • Review of deviations/deficiencies in the operation of the systems in ORC.
  • Ensuring that shifts are manned efficiently by providing adequate trained and authorized manpower.
  • Plant Waste Effluent Management.
  • Upkeep and updating of operating manuals and Standard Operating Procedures including surveillance test forms.
  • Ensures that Work Permit system is being followed and regularly review effectiveness of work permit system programme.
  • He ensures that appropriate approved document for Surveillance & other operational activities are maintained

Dy. PM (U)

Main functions of CPP operation are as follows:

Functions involves safe operations of Captive Power Plant to supply continuous Quality Power & quality steam to Main plant process XU-I, II & waste stripping H2S .

  • Operations with compliance of production procedures and technical specifications.
  • Quality control of boiler feed water, drum silica control, and steam quality to steam Turbines.
  • start-up of each boiler by ensuring proper furnace draft maintain and with burner
  • Management of system logics and ensuring availability Master fuel trip.
  • Start Up of each turbine rolling ensuring mechanical trips, condenser vacuum with Warming up to control differential expansion after simulations of governor control / generator logics.
  • Steady state operations 2B+2T mode to supply steam & power to main plant.
  • Transient state operations during scram operation at Main plant & plant islanding with grid co-ordination.
  • Ensuring the healthiness of critical equipment by carrying out the regular surveillance Checks and monitoring import & export of electrical energy.
  • Chemicals procurement and inventory management.
  • Integrity tests for the equipment during Major Turn Around/common shut down.
  • Ensuring Quality assurance in Procurement & works contracts.
Maintenance Manager [Utilities] :

Maintenance Manager heads the Maintenance Group

  • Planned preventive / breakdown maintenance, Quality assurance in all maintenance activities of the plant.
  • MM (P) is the auditee for all Maintenance activities of QAP of Maintenance (U) group and responsible for implementation of audit recommendations
  • Maintaining adequate spares and consumables.
  • Implementation of modifications to systems after approval by concerned authorities.
  • Upkeep and updating of maintenance procedures
  • Ageing Management of plant
  • As M&OM SWG member and also prepares the M&OM monthly report and responsible auditee for Maintenance activities at CPP for HWB M&OM audit.
  • Ensures the availability of maintenance procedures and approves them.
  • Co-ordinates between various maintenance units.
  • He participates as member in Value Engineering Committee (VEC) which clears the indents for procurement of items through RRPU/DPS.
  • He ensures the effectiveness of plant material condition.
  • He is member of Damage Control Group.
Dy. MM (M-U)

(I) Main functions of Mechanical Utility are as follows:

  • Preventive maintenance of rotating machinery.
  • Condition based maintenance rotating, Piping & vessels.
  • Corrective maintenance [deficiency based].
  • ICHP maintenance & Operations
  • Load testing of lifting tackles, Cranes, Hoists, chain pulley lowers & Calibration of Torque wrenches.
  • Repairs & fabrication plus common shutdown maintenances.
  • Salutatory overhauls Steam generators via IBR certification
  • Spare parts & works contracts management.
  • Ensuring Quality assurance in Procurement & works contracts.
Dy.MM (E-U)

Main functions of Electrical Utilities are as follows:

  • Preventive maintenance of electrical machines / power systems as per schedule.
  • Condition monitoring of electrical machines (HT / LT motors) by SPM and motor terminal ends by thermography as per schedule.

  • Spare parts management.
  • Activities of Common shutdown and Unit shut down.
  • DCS Maintenance.
  • Instrument logic executions by means of hardware maintenance for Local/control room
  • Ensuring Quality assurance in Procurement & works contracts.
Stores Officer, DPS

Main functions of DPS stores at HWP (M) are as follows:

  • Provisioning of common user items to meet the sectional requirements.
  • Receipt of inventory meant for O&OM requirements by facilitating functional testing and physical verification with user.
  • Material identification & codification with 14-digit code at stock.
  • Material handling safely by using material handling equipment from receipt to storing locations.
  • Allocating of inventory by priority of outdoor / indoor / AC rooms and preserving by taking necessary precautions to ensure loss prevention / safe custody.
  • Internal timely verification / internal audit of DPS committees in regular intervals.
  • Spare parts, management via VED classification and SMI review annual basis.
  • Maintaining the safety stock level, re-ordering level and maxi levels based on annual consumption.
  • Inventory management through inventory module by generating reports of overall inventory status, group wise status, head wise [different plants] and major issues / receipts in a month.
  • Ensuring Quality assurance in Procurement & works contracts.
